Comptroller Susana Mendoza says she wants to put an end to what she calls the “myth” that Illinois’s improved fiscal picture is only because of federal COVID relief dollars.
Mendoza is out with a new video showing that the state was seeing a reduction in its record bill backlog and the time it took to process bill payments long before the first relief funding arrived.
And she notes that the state got its first credit rating upgrade in 20 years before receiving its first federal COVID appropriation.
