A group of Illinois mayors wants to change the state constitution to allow even more cities and villages to become home rule communities.
Home rule allows communities more latitude to set their own policies on taxes and public safety. Communities are automatically granted that status after they reach a population of 25,000… but the proposed amendment would lower that threshold to just 5,000. That would allow towns like Chatham and Taylorville to become home rule communities.
Lawmakers would have to place the measure on the November ballot, and then it would have to win the approval of voters to take effect.
