The Illinois State Board of Education has voted to raise the cut-off score for state achievement tests in English language arts and math.
The change affects elementary and middle school students.
The state's schools chief says the change will provide better information about how students are doing so teachers can identify the ones who need the most help.
But many superintendents say the state is requiring better results while slashing its support for public education… and they say that is setting local districts up to fail.
